IAS/IPS


A career in civil service has always the captured the imaginations of the Indian public over the many decades. It would be suffice to say that the interest has not waned even in today’s times when we take into account the number of people who take up the exams each year. In the last two years alone more than 4 lakh students have appeared for each of the civil service exams. The exams are highly competitive and require a lot of hard work and dedication to successfully clear them. A career in the Civil Service offers a wide range of career opportunities. This includes policing, collection of taxes, administration, maintenance of law and order, foreign policy etc. Rather than the monetary aspect a career in the IAS or IPS is greeted with a lot of prestige and admiration from all segments of society.
Union Public Service Commission (UPSC) of India is the autonomous body that conducts examinations for various government sector jobs in India and the most notable among these are the posts of IAS and the IPS. Many students grow up dreaming of becoming an IAS or IPS officer and are willing to work hard towards that goal, but the competition being what it is, here is a whole section dedicated towards that effort of yours.


IAS- IAS or the Indian Administrative Service is a prestigious and challenging career prospect for all those who vie to get through after cracking the exams. Only about 150 students get to join IAS cadres in India every year while lakhs of students appear for it on a yearly basis. All this despite the private sector offering better pays and perks for people working in it. One of the key attributes of the IAS is that it offers its aspirants to serve society by enhancing the lives of people. They introduce various policies and developmental projects that promote better standards of living and awareness about the people. Many IAS officers work in rural interiors of India that often lies neglected when compared to the more cosmopolitan cities of the country. It provides a lot of respectability and draws a positive influence in society. The exam consists of three phases. The first phase is the preliminary exam that consists of two objective papers for 400 marks. Following that is the Main Exam which would be held a few months later. The students are then shortlisted based on their performance in the two exams after which they go through the third phase of interview from where only 150 students would make the cut each year. Students of all streams after graduation can appear in the exam to become an IAS officer.


IPS- The IPS or the Indian Police Service is another popular career option that is fast catching up with the youth of today. A career in IPS revolves around maintaining the Law and Order situation of the country. It is particularly challenging job considering the huge population and the vast size of the country. An IPS is a very influential post and there are many who opt for IPS despite holding a high rank in the exam conducted by UPSC. As the name suggests, a person who becomes an IPS, starts with the rank of a Superintendent of Police which is a high ranking post in the police force. Both IAS and IPS are part of the joint exam stream conducted by the UPSC. With a similar selection procedure the applicants go through the same screening process. The higher ranked students usually become IAS while the lower rank students opt to join the IPS. However of late many top ranked students have been keen to join the IPS which has become a very important and crucial aspect of the administrative setup. With country often under the clutch of terror threats its important for dedicated minds to rise up to the challenges.




Eligibility Of Civil Services Exam

The Candidates applying for the examination should ensure that they fulfill all eligibility conditions for admission to examination. Their admission to all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions. Mere issue of admission certificate to the candidate will not imply that his/ her candidature has been finally cleared by the Commission. Commission take up verification of eligibility conditions with reference to original documents only after the candidate has qualified for Interview/ Personality Test

Age Limit for Civil Services Exam

  1. A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, 2012, i.e. he/she must have been born not earlier than 2nd August, 1982 and not later than 1st August, 1991.
  2. The upper age limit prescribed above will be relaxable 
  1. upto a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe.
  2. upto a maximum of three years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates.
  3. upto a maximum of five years if a candidate had ordinarily been domiciled in the State of Jammu & Kashmir during the period from the 1st January, 1980 to the 31st day of December, 1989.
  4. upto a maximum of three years in the case of Defence Services personnel disabled in operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof.
  5. upto a maximum of five years in the case of ex-servicemen including Commissioned Officers and ECOs/SSCOs who have rendered at least five years Military Service as on 1st August, 2012 and have been released .
    • on completion of assignment (including those whose assignment is due to be completed within one year from 1st August, 2012) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency, or
    • on account of physical disability attributable to Military Service, or
    • on invalidment.
  6. Upto a maximum of five years in the case of ECOs/SSCOs who have completed an initial period of assignment of five years Military Service as on 1st August, 2012 and whose assignment has been extended beyond five years and in whose case the Ministry of Defence issues a certificate that they can apply for civil employment and that they will be released on three months notice on selection from the date of receipt of offer of appointment.
  7. upto a maximum of 10 years in the case of blind, deaf - muteand orthopaedically handicapped persons.
NOTE I:
Candidates belonging to the Scheduled Castes and the Scheduled Tribes and the Other Backward Classes who are also covered under any other clauses of para 3(ii) (b) above, viz. those coming under the category of Ex-servicemen, persons domiciled in the State of J & K, blind, deaf-mute and orthopaedically handicapped etc. will be eligible for grant of cumulative age-relaxation under both the categories.

NOTE II:
The term ex-servicemen will apply to the persons who are defined as ex-servicemen in the Ex-servicemen (Re-employment in Civil Services and Posts) Rules, 1979, as amended from time to time.

NOTE III :
The age concession under para 3(ii) (b) (v) and (vi) will not be admissible to ExServicemen and Commissioned Officers including ECOs/SSCOs who are released on own request.

NOTE IV:
Notwithstanding the provision of age-relaxation under para 3 (ii) (b) (vii) above, a physically disabled candidate will be considered to be eligible for appointment only if he/she (after such physical examination as the Government or appointing authority, as the case may be, may prescribe) is found to satisfy the requirements of physical and medical standards for the concerned Services/posts to be allocated to the physically disabled candidates by the Government. 


Educational Qualifications for Civil Services Exam

  • The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification .
  • Candidates who have appeared or intend to appear for the qualifying examination and are awaiting results are also eligible to appear for the Preliminary Examination. All such candidates who qualify to appear for the Civil Services Main Examination must produce proof of having passed the said examination along with their application for the Main Examination
  • The UPSC may in exceptional cases treat a candidate without the foregoing requisite qualification as an eligible candidate if he / she has passed an examination conducted by other institutions, the standard of which justifies his / her admission in the opinion of the Commission.
  • Candidates with professional and technical qualifications recognised by the Government as equivalent to professional and technical degrees.
  • Candidates who have passed the final year of MBBS or any Medical Examination but are yet to complete the internship can also appear for the Main Examination. However they must submit along with their Main Examination application, a certificate from the concerned authority of the University / Institution that they have passed the final professional medical examination. At the Interview stage they must then produce a certificate from a competent authority that they have completed (including internship) all the requirements for the award of the Medical Degree.

Nationality

  1. For the Indian Administrative Service and the Indian Police Service, a candidate must be a citizen of India.

  2. For other services, a candidate must be either :—
  1. a citizen of India, or
  2. a subject of Nepal, or
  3. a subject of Bhutan, or
  4. a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India, or
  5. a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.

    Provided that a candidate belonging to categories (b), (c), (d) and (e) shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

    Provided further that candidates belonging to categories (b), (c) and (d) above will not be eligible for appointment to the Indian Foreign Service.

    A candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him/her by the Government of India.


General Instruction for Civil Services Exam


The Application Procedure for the Civil Services Examination has been completely digitized at the preliminary level and applications can be made only online. This is going with the need for bureaucrats to be net savvy. No more the forms that need to filled and posted to UPSC. Even admit cards will be issued online and candidates are expected to download their copies between fixed days.

Scheme of Examination

The successive stages of examination are:
  • Preliminary Examination for the selection of candidates for the Main Examination
  • Main Examination (Written) for the selection of candidates for interview for a Personality Test.
  • Interview (Personality Test)

Number of Attempt Civil Services Exam

A maximum of 4 attempts is permitted to every candidate and 7 to those belonging to Other Backward Classes. There is no restriction on the number of attempts in the case of SC/ST candidates. All this, provided you are still under the age limit. A physically handicapped person will get as many attempts as any other non-handicapped candidate of his/her community, but if they are from the general category they will get 7 attempts. It is wiser to be mentally ready for several attempts as cracking the Civil Services Exams is a tough nut to crack the first time around; and if you do qualify you may want to attempt again to improve your ranking and therefore your service allotment.

NOTE : 
(i) An attempt at a Preliminary Examination shall be deemed to be an attempt at the Examination. 
(ii) If a candidate actually appears in any one paper in the Preliminary Examination, he/she shall be deemed to have made an attempt at the Examination. 
(iii) Notwithstanding the disqualification/ cancellation of candidature, the fact of appearance of the candidate at the examination will count as an attempt. 

Condition on Applying Exam

A candidate who is appointed to the Indian Administrative Service or the Indian Foreign Service on the results of an earlier examination and continues to be a member of that service will not be eligible to compete at this examination. In case such a candidate is appointed to the IAS/IFS after the Preliminary Examination of Civil Services Examination, 2012 is over and he/she continues to be a member of that service, he/she shall not be eligible to appear in the Civil Services (Main) Examination, 2012 notwithstanding his/her having qualified in the Preliminary Examination, 2012. Also provided that if such a candidate is appointed to IAS/IFS after the commencement of the Civil Services (Main) Examination, 2012 but before the result thereof and continues to be a member of that service, he/she shall not be considered for appointment to any service/post on the basis of the result of this examination viz. Civil Services Examination, 2012.



Civil Services Preliminary Exam

The new Recruitment Process of Civil Services Exam conducted by the UPSC (Union Public Service Commission) is called the CSAT or the Civil Services Aptitude Test. The CSAT is coming into effect from the Civil Services Examination, 2011. CSAT will not only enable us to choose civil servants with right aptitudes but also end the use of scaling system for varying subjects that has been a matter of concern for many. No changes are being introduced at this stage in the Civil Services (Main) Examination and Personality Test in the scheme of Civil Services Examination (CSE).

Scheme of CS (Preliminary) Examination

This examination is meant to serve as a screening test only; the marks obtained in the Preliminary Examination by the candidates who are declared qualified for admission to the Main Examination will not be counted for determining their final order of merit. The number of candidates to be admitted to the Main Examination will be about twelve to thirteen times the total approximate number of vacancies to be filled in the year in the various Services and Posts. Only those candidates who are declared by the Commission to have qualified in the Preliminary Examination in the year will be eligible for admission to the Main Examination of that year provided they are otherwise eligible for admission to the Main Examination.

Prelims Exam Syllabus 2012

Paper I - (200 marks) Duration: Two hours
  • Current events of national and international importance
  • History of India and Indian National Movement
  • Indian and World Geography - Physical, Social, Economic geography of India and the World.
  • Indian Polity and Governance – Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues, etc.
  • Economic and Social Development – Sustainable Development, Poverty, Inclusion, Demographics, Social Sector Initiatives, etc.
  • General issues on Environmental ecology, Bio-diversity and Climate Change - that do not require subject specialization
  • General Science.
Paper II- (200 marks) Duration: Two hours
  • Comprehension
  • Interpersonal skills including communication skills;
  • Logical reasoning and analytical ability
  • Decision making and problem solving
  • General mental ability
  • Basic numeracy (numbers and their relations, orders of magnitude etc.) (Class X level)
  • Data interpretation (charts, graphs, tables, data sufficiency etc. -Class X level)
  • English Language Comprehension skills (Class X level).


Civil Services Main Exam

The Main examination comprises of nine papers, all of them of a descriptive type conducted within a span of 20 days.
It is designed to test not only the academic talent of the aspirant but also his ability to coordinate and present his knowledge in a clear and coherent manner. The main Examination is intended to assess the overall intellectual traits and depth of understanding of candidates rather than merely the range of their information and memory.
The scope of the syllabus for the optional subject papers for the examinat ion is broadly of the honours degree level i.e. a level higher than the bachelors degree and lower than the masters degree. In the case of Engineering and law, the level corresponds to the bachelor's degree.

Application Procedure For CS Exam

The Application Procedure for the Civil Services Examination has been changed from this year. Now you can no longer post application forms, instead you have to apply online. No other mode for submission of applications is allowed. Candidates are required to apply Online by using the website http://www.upsconline.nic.in . The online Applications can be filled up to 5th March, 2012 till 11.59 PM. Candidates shall be issued an e-Admission Certificate 3 weeks before the date of examination. The eAdmission Certificate will be available on www.upsc.gov.in for downloading by candidates. No Admission Certificate will be sent by post.



HOW TO APPLY FOR CIVIL SERVICES?

(a)Candidates are required to apply online using the website http://www.upsconline. nic.in Detailed instructions for filling up online applications are available on the abovementioned website.The applicants are advised to submit only single application; however, if due to any unavoidable situation, if he/she submits another/multiple applications, then he/she must ensure that application with the higher RID is complete in all respects like applicants’ details, examination centre, photograph, signature, fee etc. The applicants who are submitting multiple applications should note that only the applications with higher RID (Registration ID) shall be entertained by the Commission and fee paid against one RID shall not be adjusted against any other RID. 

(b) All candidates, whether already in Government Service, Government owned industrial under takings or other similar organisations or in private employment should submit their applications direct to the Commission.Persons already in Government Service,whether in a permanent or temporary capacity or as workcharged employees other than casual or daily rated employees or those serving under the Public Enterprises are however, required to submit an undertaking that they have informed in writing to their Head of Office/Department that they have applied for the Examination. Candidates should note that in case a communication is received from their employer by the Commission withholding permission to the candidates applying for/appearing at the examination, their application will be liable to be rejected/candidature will be liable to be cancelled.
